Today the House Ways and Means Committee voted 24 to 11 to send the Central American Free Trade Agreement (CAFTA) to the House floor for a vote. The CAFTA vote in the full House is expected to occur sometime in mid- to late-July after Congress returns from its Fourth of July recess on July 11.

Do not be deceived into believing that CAFTA is dead. Just before NAFTA was approved in 1993, it was widely reported that the pro-NAFTA forces did not have enough votes.
In the heat of the CAFTA battle this summer, many congressmen will cave-in if they think no one is watching.
Today the Senate Finance Committee began its advisory markup of CAFTA. The House Ways and Means Committee will follow suit tomorrow.
Meanwhile the Administration and its pro-CAFTA allies will continue persuading wavering lawmakers through special favors and concessions.
If it thinks it can get the votes, the White House will quickly introduce the CAFTA agreement to Congress and seek approval by the House and Senate before the July 4 recess, or if necessary, the August recess.
American jobs and national independence hang in the balance! CAFTA could be approved in less than two weeks.

Bush promotes free trade as key to prosperity

FORT LAUDERDALE ­ President Bush touted his proposals for a hemisphere-wide free trade agreement, saying it will open the way to peace and prosperity for all nations of the Americas and reduce the attraction of “false ideologies.”

Speaking to an Organization of American States foreign ministers meeting, Bush also appealed to the U.S. Congress to approve the Central-America-Dominican Republic free trade accord, calling it a “historic opportunity to bring prosperity to people who have never known it.”

[ Steve Lefemine note: This wording disguises the more commonly known identification of CAFTA – the Central America Free Trade Agreement, now with the Dominican Republic added to the list of countries included in the proposal. Essentially, this is the Illuminati new world order (NWO) elites’ next step toward regional government in the Western Hemisphere after the disastrous 1994 NAFTA agreement between the U.S.-Canada-Mexico, which has done so much damage to America in terms of loss of jobs and manufacturing plants. CAFTA is intended to be the next stepping-stone after NAFTA in the march toward establishing a Western Hemispheric version of a regional government, such as is being attempted through the creation of the European Union. Thankfully, French voters rejected the EU Constitution on May 29, and Dutch voters rejected the EU Constitution on June 1. The 34-nation OAS is debating how far the hemispheric community should go to rescue countries where political instability threatens democratic survival.

Bush did not address the issue directly but said the OAS Democratic Charter assures all people of the Americas of the “right to democracy,” echoing comments Sunday night by Secretary of State Condoleezza Rice in a speech to the conference.

Venezuelan President Hugo Chavez, delivering a radio address to his countrymen, said the U.S. proposal is a ploy to justify U.S. intervention in the hemisphere.

“The times in which the OAS was an instrument of the government in Washington are gone,” Chavez said. “Are they going to try, through the OAS, to monitor the Venezuelan government? … Those who think they can put the peoples of Latin America in a corral are mistaken.”

Although Rice did not mention Venezuela by name in her remarks, the Bush administration believes that Chavez has been engaged in a systematic power grab, putting Venezuelan democracy at risk.

Brazil and several other countries were working on a counterproposal to an American draft document. “We’d like to strengthen democracy in the region but we’d also like to avoid intruding mechanisms,” Brazilian Foreign Minister Celso Amorim said in a statement.

OAS foreign ministers meet annually, and the gathering here is the first held on U.S. soil since 1974.

At that time, military governments dominated Latin America. During the 1980s, all military regimes returned power to elected governments but Rice acknowledged in her speech that democracy has not benefited many of the region’s citizens, contributing to widespread discontent.

Rice planned to return to Washington on Monday night.
The deliberations here end on Tuesday.

Americans would likewise be wise to REJECT the Bush II administration’s new world order “C.A.F.T.A.” agreement (Central American Free Trade Agreement), and even moreso, the Bush II administration’s new world order* * “F.T.A.A.” agreement (Free Trade Area of the Americas) – another step after the disastrous 1994 N.A.F.T.A. trade agreement, toward a Western Hemispheric version of the Common Market/European Economic Community/European Union.

Dutch PM: EU constitution rejected

THE HAGUE, Netherlands (AP) ­ European leaders may have to scrap the proposed EU constitution after Dutch voters rejected it by a massive margin, voicing their concern over dwindling national identity in a rapidly expanding union and increasingly powerful [CCL note: unelected, European Union] bureaucrats.

The outcome in the Netherlands from the referendum Wednesday ­ three days after a similar vote in France ­ was likely to halt the European momentum, which had been welcomed by some as creating a new world [ CCL note: “order” ] power but disdained by others as smothering their cultures in a vast superstate. With 99.8% of the ballots counted, unofficial results showed 61.6% voted “nee,” while 38.4% said “ja.” The level of opposition and the turnout of 63% exceeded all projections.

Prime Minister Jan Peter Balkenende conceded defeat Wednesday night and said his government would accept the will of the people. Parliament, which has the final say on ratification because the referendum was nonbinding, was meeting Thursday to debate the results.

Balkenende acknowledged the huge gap that has emerged between the politicians and the electorate.

“The idea of Europe has lived for the politicians, but not the Dutch people. That will have to change,” he said. “We will need to bring across the message that there are doubts here about the fast pace of change, the Dutch identity and other, financial, concerns.”

It was the first vote held in the Netherlands on the Dutch involvement with Europe, and opponents spoke of a breakthrough for European democracy. The extent of the opposition was a shock to the political establishment, which campaigned for the charter until the final hours of voting.

Balkenende consulted by phone with foreign colleagues in the hours after the defeat, including British Prime Minister Tony Blair, Luxembourg’s Prime Minister Jean-Claude Juncker, whose country holds the rotating EU presidency, and EU Commission President Jose Manuel Barroso.

The treaty must have the backing of all 25 member states to enter into force in 2006. Latvia on Thursday became the 10th EU nation to approve it, but with the clear rejections by two founding EU members this week, there seemed no hope for salvaging the constitution in its present form. “The verdict of these referendums now raises profound questions for all of us about the future direction of Europe,” British Foreign Secretary Jack Straw said in London.

Gerrie Elfrink, a young Socialist Party city council member said politicians had conceived Europe behind closed doors without consulting the people.

“We in Holland, we feel Dutch. We want to work together with France, Germany and England. But we want to be Dutch. Europe exists only in the minds of politicians in Brussels,” he said.

“This is the first time in decades we could say something and we said, ‘It’s gone too far.'”

Harry van Bommel, who led the “no” campaign for the Socialist Party, was cheered by hundreds of revelers as he arrived at celebrations in Amsterdam. “It’s the people ­ who for 50 years had to keep quiet about the direction, structure and future of Europe ­ who won tonight.”

Geert Wilders, a right-wing member of parliament whose tough line on immigration has attracted many former Fortuyn voters, said he was “incredibly happy that the Dutch voter has rubbed it in the faces of the political elite in The Hague and Brussels.”
