The news this past week, including this morning’s news about Citigroup, has made it even more clear that we are facing an economic crisis of historic proportions.

Today, Vice President-elect Biden and I are pleased to announce the nomination of four individuals who meet these criteria to lead our economic team: Timothy Geithner as Secretary of the Treasury; Lawrence Summers as the Director of our National Economic Council; Christina Romer as Chair of the Council of Economic Advisors; and Melody Barnes as Director of the Domestic Policy Council.

The reality is that the economic crisis we face is no longer just an American crisis, it is a global crisis — and we will need to reach out to countries around the world to craft a global response. Tim’s extensive international experience makes him uniquely suited for this work.

With stellar performances and outstanding results at every stage of his career, Tim has earned the confidence and respect of business, financial and community leaders; members of Congress; and political leaders around the world — and I know he will do so once again as America’s next Treasury Secretary, the chief economic spokesman for my Administration.

Summers, 53, a former treasury secretary under President Bill Clinton and one-time president of Harvard University, will advise Obama from the White House. Officials said he would coordinate the federal response to the economic meltdown across several agencies, including a plan Obama announced Saturday to create or save 2.5 million jobs by rebuilding infrastructure and modernizing schools while developing alternative energy sources and more efficient cars.

During the Clinton administration, Summers helped craft the U.S. support program for Mexico during its 1995 financial crisis. He later helped lead the U.S. response to the Asian financial crisis of 1997.

Obama has repeatedly referred to the economic crisis as the top priority for his new administration.

Geithner held posts in the Treasury Department under three administrations and five secretaries before moving to the New York Fed in 2003. He also held positions at the International Monetary Fund and was employed at the private firm of former Secretary of State Henry Kissinger.

Arizona Demcratic Gov. Janet Napolitano has been chosen to serve as secretary of the vast and troubled Department of Homeland Security for President-elect Barack Obama, Democratic officials said. Napolitano is a border governor who will now be responsible for immigration policy and border security, which are part of Homeland Security’s myriad functions.

In 2005, Time magazine named her one of America’s five best governors, calling her “A Mountaineer on the Political Rise.”

Time wrote: “The one issue Republicans think they can use against the popular Napolitano is illegal immigration, because the huge number of border crossings have left many Arizonans feeling overwhelmed and powerless. Her critics claim she came to the problem late, but she seems to have navigated it deftly. … Napolitano opposed … several bills that targeted illegal immigrants. Instead, she looked to the systems and people that make illegal immigration possible: She ordered state contractors to ensure that their employees are legal [and] set up an undercover unit to catch forgers of identity documents … In mid-August she declared a state of emergency in Arizona to direct more funds to protecting border areas from illegal crossings.”

WASHINGTON Former Senate Majority Leader Tom Daschle has informally accepted an offer from President-elect Barack Obama to become secretary of Health and Human Services and Washington attorney Eric Holder has agreed to become Attorney General, the Associated Press reports.

The AP, quoting an unidentified source close to the selection process, described the offer to Daschle as “informallly” made and acccepted, pending completion of the vetting process.

Neither appointment has been officially announced. But Democratic officals, speaking anonymously, said the HHS job is Daschle’s barring an unforeseen problem as Obama’s team reviews the background of the South Dakota Democrat.

The officials spoke on condition of anonymity because they weren’t authorize to discuss the matter publicly.

Daschle is a close adviser to Obama. On Wednesday, in a public statement, the Obama transition offices named Daschle a Policy Working Group Leader on health for the transition.

Alex Conant, spokesman for the Republican National committee, says Daschle has worked for a major lobbying firm and that his appointment will be “another disappointment” for voters hoping to see “new faces and fewer lobbyist-connections in government.”

In a speech at the Council on Foreign Relations in New York, the prime minister called on other world leaders to join a global fiscal and monetary stimulus package to address the financial crisis.

A four-point plan to save the world economy

Brown hopes to persuade other leaders to sign up to a four-part package of cutting taxes, fixing problems in the international financial system, pumping more money into the IMF and an end to the deadlock over world trade.

“A new world trade deal is absolutely crucial, in my view, to send a message that protectionism is absolutely unacceptable,” the prime minister insisted.

Environmentalism, not protectionism

The US government is under growing pressure to bail out its troubled car industry with billions of dollars of taxpayers’ money, which has already concerned some overseas rivals.

Brown said that it was important to “help people into their next jobs while also keeping our economies open”, which some observers saw as a possible hint to Barack Obama – who has been accused of taking a protectionism stance over the US economy.

The British prime minister was also praised for his handling of the crisis by former US Treasury secretary Robert Rubin, who hailed Brown as an “acclaimed leader” during a question and answer session after the speech.

World leaders grappling with the worst financial crisis since the Great Depression of the 1930s pledged on Friday to deliver a concrete plan to ward off recession and prevent future meltdowns.

But prospects for joint action on growth, let alone a major overhaul of the world financial system, looked slim with host President George W. Bush resisting bold moves before leaving office in two months and President-elect Barack Obama absent.

French officials said the Group of 20 advanced and developing economies were close to agreement on a final declaration at the summit which wraps up on Saturday. European officials said the leaders pledged to finalise a first series of measures to reform financial regulations by March 31.

Prime Minister Gordon Brown goes further, calling for redesigning the 60-year-old world financial order, called Bretton Woods, to meet the demands of a global economy where capital moves at lightening speed across borders.

But the United States and Canada only want moderate reforms, and have ruled out a major financial overhaul.
