DISARMAMENT STAGES

The program provides for progressive disarmament steps to take place in three stages and for the simultaneous strengthening of international institutions.

FIRST STAGE

The first stage contains measures which would significantly reduce the capabilities of nations to wage aggressive war. Implementation of this stage would mean that:

SECOND STAGE

The second stage contains a series of measures which would bring within sight a world in which there would be freedom from war. Implementation of all measures in the second stage would mean:

THIRD STAGE

During the third stage of the program, the states of the world, building on the experience and confidence gained in successfully implementing the measures of the first two stages, would take final steps toward the goal of a world in which:

States would retain only those forces, non-nuclear armaments, and establishments required for the purpose of maintaining internal order; they would also support and provide agreed manpower for a U.N. Peace Force.

The U.N. Peace Force, equipped with agreed types and quantities of armaments, would be fully functioning.

The manufacture of armaments would be prohibited except for those of agreed types and quantities to be used by the U.N. Peace Force and those required to maintain internal order. All other armaments would be destroyed or converted to peaceful purposes.

The peace-keeping capabilities of the United Nations would be sufficiently strong and the obligations of all states under such arrangements sufficiently far-reaching as to assure peace and the just settlement of differences in a disarmed world.

In the age of globalization, states should give up some sovereignty to world bodies in order to protect their own interests

States would be wise to weaken sovereignty in order to protect themselves, because they cannot insulate themselves from what goes on elsewhere. Sovereignty is no longer a sanctuary.”

“This was demonstrated by the American and world reaction to terrorism. Afghanistan’s Taliban government, which provided access and support to al-Qaeda, was removed from power. Similarly, the US’ preventive war against an Iraq that ignored the UN and was thought to possess weapons of mass destruction showed that sovereignty no longer provides absolute protection.”

There it is, from the “horse’s mouth” so-to-speak, the president of the Council on Foreign Relations – the undeclared, unconstitutional, illegal,unjustified (no WMD’s, no 9-11 connection), and therefore unnecessary (not a “just” war), and therefore immoral war on a sovereign nation (Iraq) which had not attacked, and was not a threat to attack, the United States, was perpetrated to demonstrate that the notion of national sovereignty must be destroyed, and Saddam’s refusal to bow to the United Nations could not be tolerated by the CFR / NWO Globalist Establishment elites.

This is why American boys (and, to our further greater disgrace, girls also) are dying in the sands and streets of Iraq – now at 3,689 dead U.S. troops -(http://icasualties.org – 8/11/07) – they are cannon fodder for the New World Order; yet another reason why we should weep bitterly when we see their largely young faces hypocritically displayed across the TV screen at the end of the daily evening PBS News Hour hosted by the CFR’s Jim Lehrer.
